CHARDONNAY COUNCIL OF CO-OWNERS
BOARD OF DIRECTORS MEETING
September 19, 2006
The meeting was called to order by Bill Frambes, President at 7:00 P.M.
After the Pledge of Allegiance, Alan Hahn began the meeting with a short
prayer.
Attendance was taken. Present: Bill Frambes, Marge Rauch, Alan Hahn,
Jim Remley, Gerrie Kortekamp, board members; and Dave Munro, Property
Manager from Towne Properties.
The minutes from the July 06, 2006 were presented. A motion was made
by Marge Rauch; seconded by Jim Remley to approve. Motion Carried.
OFFICER REPORTS:
•
There were no officer reports given.
MANAGEMENT REPORT:
•
Dave Munro reported that the outside painting of the buildings will begin
October 15th. Painting was delayed earlier this month due to rain, but
owners should be notified that they will begin on the 15th, or a few
days earlier if possible. Door hangers will be put up to remind the owners
of the painting by McCain’s Painting Co.
•
Dave has contacted Jim with Quast and reported that they have more work
to finish on sealing the seams and cracks in the pavement.
•
The inside door to the garage at 1303 Vina Vista (Unit #303), has been
replaced by the owner.
•
There are several delinquencies that the board will discuss in their
executive session.
COMMITTEE REPORTS:
•
Social Committee……Pat Rummel submitted her written report
(see attached). Bill Frambes gave a special “Thank you” to
all the residents who contributed to the success of the Auction that
was organized by the social committee. They raised close to $1,000.00
which will go towards the clubhouse renovations.
•
Pool Committee….Barb Culp submitted her written report (see attached).
Bill Frambes added that the Pool Committee had decided to keep the pool
open for two additional weeks. In the past , money was collected for
maintaining the pool for this additional time. This year Bob Wheeler
and Paul Ford volunteered their time and expertise to save the community
this expense. Bill gave them both a special “thank you” from
all the owners for their contribution.

Landscape Committee…Beth Maggard submitted her written report (see
attached).
•
Architectural & Maintenance Committee…Dave Trowbridge was not
present however, Bill Frambes read the written report submitted by Ron
Culp (see attached). In addition, Bill mentioned that Ron Culp has put
together a maintenance log which includes all the routine jobs that are
required to keep everything in the community working properly, repaired
and maintained on a regular schedule. Ron has also gone back to 2004
and 2005 to establish a record of previous maintenance work that has
been done, and going forward, will record everything that has been done
this current year.
•
Welcome Committee…. Alan Hahn read the written report submitted
by Judi Hahn (see attached).
•
Finance Committee….Alan Hahn said that he had prepared a financial
report for August 2006 which showed that we are doing very well for this
year-to-date. We have approximately $8,000.00 more in income due to some
prepaid assessments paid by some of the owners. Our expenses are approximately
$25,000.00 less than what was budgeted. Our expenses are lower since
$6,000.00 of snow removal expense and approximately $14,000.00 for an
insurance premium, due later in the year, has not been paid yet. This
leaves us with $33,884.00 ahead at this time. We have $147,000.00 in
our reserves and this money is invested in CD’s and a money market
fund. This financial report is available on our Chardonnay web page.

Chain Gang /Auxiliary……Rhoda Wheeler submitted her written
report (see attached). Barb Culp added that the Chain Gang will have
a table at the Craft Fair being held Nov. 11th at St. Joseph Church,
Memorial Hall, from 9:00 a.m. to 3:00 p.m. She encouraged everyone to
attend this event and to purchase something from their table. A Christmas
luncheon is being planned for Dec. 11th at the clubhouse.
OLD BUSINESS:
•
Chardonnay streets turnover to the city ORD 05-885….All the information
that has been requested has been given to Lori Howard at Fischer Homes.
Bill reported that he has sent several E-mails to Lori Howard and is
waiting to hear from Fischer as to how we should proceed. He will continue
to follow this issue.
•
Terrace hall chandelier sensor…Bill reported that there is one
building left that needs to have a sensor installed. He spoke to the
electrician today, and this item should be taken care of soon.
•
1400-1402 Building /Fire Restoration……The final payment from
the insurance company has been received, approx. $47,000.00.
•
Exterior painting of Bldg. #1,2,3,17….As Dave Munro reported, this
painting will begin in October.
•
New flooring in the clubhouse…..The new carpeting and tile has
been installed.
•
Terrace Bldg.’s front door Security latches…Security latches
have been installed on the front door of all the Terrace buildings.
•
Gravel for air conditioner pads…..Plans have been made to have
gravel delivered Sept. 29th. A team of volunteers will be placing the
gravel around the air conditioners the weekend of Sept. 30th. This will
hopefully prevent grass and debris from getting inside the air conditioner
units.
•
Hand rail for front steps at Bldg.#9…. A hand rail has been installed
by the front steps.
•
Sealing and repair of Chardonnay streets…..Most of the sealing
and repairs to the pavement and concrete have been completed, however
there are places where blacktop meets blacktop that still needs attention.
Alan Hahn has requested that the contractor come out to finish additional
areas that still need to be sealed. Alan will follow with the contractor
to see that this work is completed.
•
Terrace Bldg. hose hangers…..Hose hangers have been installed on
the outside of the Terrace buildings. Bill asked that a reminder be included
in next month’s newsletter to remind all the owners to turn off
their outside water valves by late October-early November. Jim Remley
will call the owners to remind them as well.
•
1300 Vina Vista Chair Lift…..The chair lift has been installed
inside the 1300 building on Vina Vista.
FLOOR OPEN TO OWNERS:
•
Bob Kremer reported that the trees that had been planted behind the 1100
building were not mulched properly. Bill Frambes said that there would
be plenty of mulch removed from around the air conditioners that could
be transferred to these trees.
•
Mary Gerhardstein asked, with the weather cooling down, if it was getting
too late to complete the exterior painting. Bill Frambes answered that
exterior painting could be done well into November.
•
Pat Rummel said that the front door to her building does not shut tightly
and sometimes pops open. She also asked if someone had touched up the
new carpeting where there was a certain amount of fraying along the seam
line. Rhoda Wheeler had trimmed some of the fraying and Marge Rauch said
that the carpet installer had also trimmed a little around the tile.
Pat also mentioned that there was a piece of metal that needed to be
cut off of the hand rail that had been put up by the steps. Bill said
that they were aware of that and that Chuck Gerhardstein was looking
into it.
•
Mary Gerhardstein asked if the sprinklers should be turned off for the
season since we are getting a lot of rain. Bill said we can still expect
a few more 70 degree days but we plan to turn off the irrigation in October.
•
Bob Gray asked if anyone had looked into the problem with the drain by
the drive. Bill said that he had spoke to Gary from Towne Properties.
Gary said that they would need to drop a camera down inside to see where
the problem is. Bill will call him again and arrange to have someone
look at it.
•
Bob Kremer asked how long you can leave a car parked without moving it.
Bill Frambes said that there is nothing in our Master Deed or By Laws
that specifies how long you can leave a car parked.
•
Madelene Ruff said that her outside faucet had a slow leak. Bill advised
her to call Towne Properties and inform them of the leak. They will put
in a work order to get this fixed.
•
Judy Kraft reported that a street light was out. Bill said that electric
street lights are fixed by Duke Energy. The light pole has a number on
it, which should be written down and given to the energy company. They
will put in a work order to have it fixed.
NEW BUSINESS:
•
2007 Annual Operating Budget….Bill Frambes reported that the Finance
Committee will be meeting within the next two or three weeks to formulate
the operating budget. They are looking at which service contracts expire
this year that will need to be renegotiated. Bill asked that all committee
chairmen turn in their committee budgets no later than October 10th for
consideration. The finance committee plans to present the budget to the
owners at a separate meeting so that they can explain all of what went
into the numbers for various expenses and income. They will then bring
the proposed budget to the November meeting for board approval.
•
2006 Chardonnay Christmas Decorations…..The board has decided not
to spend any money on Christmas decorating this year and allow the community
to come up with their own ideas.
•
Generic Permit for Villa buildings/Front door screen door…..Alan
Hahn has been working on a generic permit and has asked Jerry Wendell
for information about the screen door that he presently has installed
on his front entrance. He should have this completed within the next
week to pass along to the board for review.
•
Storage building for Chardonnay/Picnic area….The board is looking
into adding a storage unit to store some of the pool furniture, Christmas
decorations, etc. In addition, they have also looked at expanding the
patio area outside the fenced pool area. Alan Hahn mentioned that an
initial bid for pouring a concrete slab, allowing for proper drainage,
was over $34,000.00. Consideration for paver blocks instead of concrete
would be preferred for several reasons. Bill Frambes introduced the idea
that a survey of the owners should be taken before any permanent renovations
were approved so that the board could get a better idea of what the majority
of the community feels about these improvements. Plus, there are other
questions that the board could use community input. This survey would
hopefully be sent out and returned before our next annual owners meeting.
An Ad Hoc Committee will need to be appointed in order to get this completed
by next year.
•
Review and Update of Chardonnay Rules & Policies….The board
started out this year with an “Action List” of 48 items.
More than half of those items have been completed. The review and update
of our rules and policies was one of the items on that list that we are
attempting to complete. Bill will work with the board to try to get this
accomplished.
•
New co-coordinator for the clubhouse…. Rhonda Bryant has volunteered
to act as the Clubhouse Coordinator during the absence of Rhoda Wheeler
(Dec. thru April).
•
Cleaning of the Chardonnay rug….Marge Rauch has arranged to have
the Chardonnay rug cleaned while she is having her own rug cleaned.
The next board meeting is scheduled for November 02, 2006 at 7:00 P.M.
at the clubhouse.
The meeting was adjourned at 8:00 P.M.
The Board opened for an executive session meeting to discuss delinquent
owner accounts. This meeting was adjourned at 8:45 P.M.

HOA MEETING REPORT
FROM THE SOCIAL COMMITTEE
FOR JULY AND AUGUST, 2006
July’s wine tasting had to be cancelled due to clubhouse renovations.
Has been rescheduled for Oct. 13th, at 7PM.
Auction – was a great success thanks to the many residence that
contributed donations and the many residence that came to bid on these
items. We had @36 people in attendance, 153 items donated. The profits
will be discussed with the board for an improvement project for the clubhouse.
September 4th POOL CLOSING- we had approx. 45 people attend. Ken Allen
and Chuck Gerhardstein were our two beautiful hula dancers, and did a
fantastic job. We served drinks, had our show and then our lunch.
Handed in budget request for 2007.
Bingo’s first “Pot Of Gold” winner was Rhoda Wheeler.
The committee will start the September “Pot Of Gold” out
again with $10.00.
Balance in Budget as of September 9th, 06 - $110.07
Balance in Kitty as of September 16th, 06 - $760.25. Most of this money
will be put into a reserve or an account for Chardonnay to be put towards
a major improvement project for the clubhouse with the approval of the
board.

Landscape Committee Report for September 19, 2006 Board Meeting
The committee has not formally met since the last board meeting, but
we do have some projects in the works that we hope to complete this fall:
. Plan on installing shrubbery along the parking pad on the back end
of Monterey Lane opposite the mailboxes (before you get to Vina Vista)
. Reseeding is needed in front of the “fire” building as
well as the replacement of the tree behind the building that was lost
during the reconstruction phase.
• Have had a request to remove a large fountain grass shrub in
front of 1103 Monterey. As the plant is quite healthy, we hope to have
it transplanted into some of the bare spots over by the back walkway
to the old Kmart building.
• Plan on decorating for fall at the front entrance. We have some
decorations for reuse left from last year but will need to purchase bales
of hay, pumpkins, etc.
• Considering amending the soil at the front entrance bed to improve
plant growth for the future. Dave Koester from the Campbell County Agric.
Extension agency has offered suggestions as to how to amend the soil.
• Will need to start developing a budget for next year. If residents
have suggestions for landscape needs, please contact myself or any member
of the committee.

Maintenance Work Comp1eted
I 1 .Installation of the carpeting and tile for the clubhouse was completed.
2 Thanks to all — The Wheelers, Spanglers and Tim O’Hearn
for assisting me in the removal of furniture for this job to be performed.
3. Another note of thanks to all who worked to cleanup the mess afterwards.
TheWheelers, Marilyn Jenner, Marge Rauch, Helen Lehkamp, Jane Gray, Betty
Kroth, Barb CuIp, Nancy Trowbridge and Tim O’Hearn and son for moving
the furniture to it’s proper place.
II A Security box has been installed over the thermostat for the work-out
room. Also a fan for the exercise room was purchased.
III On July 18, Chuck Gehardstein went to Elsmere Iron Works and he and
Mary chose a hand rail to he installed for 1200 Vina Vista. Price for the
railing and installation was $297.48. The job was completed a few weeks
later.
IV Chuck Gehardstein completed and installed security shields on all Terrace
Buildings. Chuck submitted the bill to Towne Properties on July 17.
V Two more water hose hangers were installed for a total of 15 completed.
VI On July 19, Chuck Gehardstem purchased a quart of paint to finish the
damaged wall in the Exercise Room. As usual, another fine job done by Chuck.
VII Chuck Gehardstein has re-enforced several posts on the fence around
the swimming pool. Several posts had worked loose (mainly around the gate).
VIII Rhoda Wheeler checked on replacing or restoring the anodized plates
on the door bells. They are now obsolete and some other means of beautifying
them will have to be done.
LX Deck enclosures and screens were completed for all those that were
interested. They do look very nice. Talk to Alan Hahn if interested.
X Water faucet repair has been completed.
XI Sealing of the curbs has been completed.
XII Dead wood from the rear of 1100 Monterey has been removed.

Ongoing Maintenace
I Bids are being worked on for the possibility of putting a patio at the
rear of the clubhouse alongside the pool. Types of storage sheds or storage
boxes etc. is being considered.
II Pool chair legs are in need of repair. I believe some will need to
be replaced or eliminated.
III Gravel will be put around A/C units in the near future.
Purchased Items
(15) Wall Mounted Hose Hangers @$10.57 ea. for a total of $158.65
(1) Lock Box (cover for thermostat in workout room @ $21.17
(1) 18” Oscillating Fan for the Workout Room @ $23.31.

Report to the Board – September 19, 2006
Welcome Committee
The Welcome Committee had a meeting on September 18, 2006. At that time
we discussed our projected budget needs and welcomed a new member – Gail
Hewitt. We also discussed the Knox box reminders.
Since the last board meeting, we have visited three new residents. We
also received a call from a new resident who hasn’t been visited.
We ask that new residents please be patient, it takes us a few weeks to
collect all the information we need (names, move-in dates, phone numbers,
and new resident phone book) before we can deliver the basket.
Also, since the last board meeting, the Welcome Committee has sent out
11 get well cards and one condolence card.
