Board of Directors Meeting
July 19, 2007


Meeting was called to order at 7:00 p.m. by Secretary Marge Rauch, in the absence of President Bill Frambes.

Meeting opened with Pledge of Allegiance to the Flag and a prayer by Ned Barnes. A moment of silence in memory of Dave Clem followed.

Attendance of Officers: Ned Barnes, Paul Ford, Marge Rauch, and Town Properties Manager
Lydia Peeno Barrett present. Bill Frambes and Alan Hahn were absent.

Minutes of the meeting May 17, 2007 were presented for approval. A motion for approval was
made by Paul Ford and seconded by Ned Barnes. There being no corrections, motion carried.

Officers Report:
• Ned and Paul, none. Marge reported the tree behind building six fell today during the storm. It broke the top out of one of the pine trees. Lydia talked with the Elks a couple days ago and they thought it had been taken care of, but they will check it

Management:
• Lydia was congratulated on her recent wedding on 7,7,07. Her new name is Lydia Barrett. She reported her E-mail would stay the same as before. The carpets in the Terrace buildings have been cleaned and the tiles in buildings 1 & 2 have been deep cleaned. The painting of buildings 4, 5, 14, & 15 were proceeding well and are nearly finished. Some bulbs were replaced in the swimming pool. Otherwise no new projects planned until fall.

Committee Reports:
• Social Committee — see attachment
• Welcome Committee — see attachment
• Pool Committee — Bob Wheeler gave an oral report saying bulbs were replaced in the pool. Some of the irrigation sprinkler heads were adjusted and broken ones were replaced.
• Architecture and Maintenance Committee — Mary Gerhardstein reported all the porch lights were cleaned and broken shades were replaced by Chuck.
• Landscape Committee — see attachment.
• Chain Gang — see attachment.
• Finance Committee — Paul Ford reported income and expenses look to be within budget for the month.
• Club house — see attachment.

Old Business:
• Update on documents — since no volunteers were forthcoming for this task the Board has decided to draft at least three community members to meet with them to review these documents. These meetings will take place starting in September
• The need of a chairman for the Architecture and Maintenance Committee was addressed to those attending. All residents, men and women, were asked to seriously consider volunteering.
• Birdfeeder Policy — The Board has received comments from the Community, most of it positive, saying many people enjoy seeing the birds. A motion was made by Ned Barnes to allow bird feeders, in trees, in the common areas. None will be allowed on buildings except Hummingbird feeders. No free standing bird feeders. Motion was seconded by Paul Ford. Motion carried. A generic permit will be written by Alan Hahn.


Floor opened to homeowners:
• Jim Remley reported he had contacted the Realtor to open 101 unit in his building so he could turn on the outdoor faucet. Later when the unit was being sold it was discovered a leak from the outdoor faucet had caused drywall damage etc. Lydia from Town Properties said a plumber had replaced the faucet and Town Properties would repair damages to the satisfaction of the building inspector so the closing would not be held up. Other residents complained that the shut off valve was cheap and flimsy and asked if frost free outdoor faucets could be installed.
• Evie Smith reported the Terrace hallway lights in her building were not turning on and off as they should. Bob Wheeler answered her to say new sensor units needed to be installed in some buildings and Bill Frambes was working on that.
• Jerry Lehkamp asked what percentage of money was added to the reserves each year. He was told some one from the Finance Committee could tell him how the amount is determined.
• Janet Krebs reported the common security door was left opened many times. She was told this is a frequent complaint as the doors do not close automatically. Some homeowners have found it helpful to place a small sign on the door as a reminder. She also reported gutters in her 1300 building not able to handle the water from the storm today. It washed out some of the mulch beds. There was also a complaint of this from the 1400 building. Janet wondered if gutters could be clogged. She is a new resident and was told the gutters and dryer vents are routinely checked twice a year. A reminder to always close the security doors will be put in this months Grapevine.

New Business:
• The Landscape Committee Presented a landscape plan to replace plantings in back of the Clubhouse. The plan also includes a pad for the grill. The cost is $2650.00. Some of the plantings that will be removed will be used to landscape the storage building. A motion to accept the plan and cost was made by Paul Ford and seconded by Ned Barnes. Motion carried. The Landscape Committee also presented a plan to landscape the bank behind the pooL This had been discussed by the Board and decided this could not be accomplished this year but would be reconsidered in the future.
• Napa Valley Street sign:. The sign is on the right side of the post and seems to direct traffic to the right. This is confusing to people looking for addresses. Lydia was asked to research if a matching sign could be obtained and attached to the left side of the post to indicate the street also continues to the left.
• Paramount paint proposal was $18292.00. This bill needs to be paid when painting is completed. A Motion to pay $18292.00, from the painting reserve account, was made by Ned Barnes and, seconded by Paul Ford. Motion carried.
• Quast road sealing bid to repair and fill cracks in the asphalt streets is $1075.00.
• A motion to accept this bid was made by Paul Ford and seconded by Ned Barnes. Motion carried. Lydia will schedule this.
• Newsletter — Due to a scarcity of news items, the Board has approved the publication of the Grapevine six times a year instead of monthly. It will only be published in the month following a Board meeting but will contain a calendar for each month.
New pool rule — The Board has received many complaints about pool rules being ignored. Too many guests on weekends. Residents not accompanying their guests. Residents giving their keys to guests. The Board discussed this at length and decided to eliminate guests on weekend for the remainder of the season. A motion was called for. Paul Ford made a motion to table this proposal until it could be discussed further with the Board and the swimming pooi committee. Ned Barnes seconded it. Motion carried. Ned gave the many reasons this was to be given more attention.

Being no further business the meeting adjourned at 8:05 p.m.


After a brief recess, a short executive meeting followed to review late fees and receivables.

Social committee report

The committee took off for the month of June and enjoyed the break.

In July we have planned for this Saturday, July 21, an ice cream social and Len Cameron will be the special speaker showing us his views of Europe. It’s a free event. The social committee followed up on Ken Allen’s suggested to hay an art show. Marion Erwin, who took over the classes was interested in doing this, so on August 12, from 2-6 pm we will have a showing. There will be a $5.00 admission charge to cover the cost of wine, cheese, crackers, fruit, and non-alcoholic beverages. We will also have a few door prizes at this event. Some of the art will be on sale
In September we are planning our big all day pool closing with lots of food, games, and prizes. Hopefully, surprise entertainment!!!


Report to the Board July 19, 2007

Regarding the address book project: We have the sheets from all but two buildings and I have begun typing the listings. We are still looking for a September 1 goal date to have the project completed.

There were several cards send to folks during my absence, thanks for Kathy Frambes. I personally want to thank her for taking over that job while I was gone.

Landscape Committee Minutes for Board Mtg
Thurs July 19, 2007

1.) The landscape committee approved the bid of Davis Landscape for the redo of the front entrance and this was approved by the board. Davis Landscape did the work the week of June 19th and it looks quite nice.

2.) Various committee members worked to plant the pots of annuals by the back and side windows of the exercise room. Two knockout roses were planted under the side windows of the exercise room.

3.) Thanks to the members of the chain gang for the beautiful hanging baskets along Memory Lane.

4.) There were problems with a leak in the irrigation system behind the clubhouse resulting in a delay in turning it on. These were fixed. Additional sprinkler heads were replaced by the flag area and front entrance.

5.) Two Sunburst Locusts were planted behind building 12 the middle of June. Margarite has promised to see that they are watered.

6.) Irrigation bags were placed on the new maple at the corner of Mendocino, 4 red trees at top of the entry drive, tree by Monterey mailbox, 2 trees opposite clubhouse parking area, and between buildings 2 and 3. With the current draught conditions, all neighbors are encouraged to help with the watering and all help is appreciated.

7.) Later this summer, the committee will develop the budget for next year. If neighbors see an issue to be addressed/plant to be replaced, please contact one of the committee members.

CHAIN GANG REPORT
JULY 19, 2007

While the Chain Gang has not done anything “earth-shattering” during the past couple of months, we meet every Monday continuing to share ideas as to how to enhance our property, who is “under the weather” and needs a phone call or how can we bring our community closer together.


A resident of Chardonnay donated 12 bottles of pancake syrup to our group. This compliments the many boxes of pancake mix she donated previously, so you can probably plan on a breakfast in the fall.

Many of the Chain Gang ladies participate in distributing the “Grapevine” each month for which the editor and his wife are extremely grateful.

Join us Mondays in the clubhouse at 12:30 pm.
